CIA Contractor Charged With Leaking Top Secret Reports to Romantic Partner Who Posted Them on Substack
A U.S. government contractor who worked for the CIA was arrested Friday, Oct. 23, and charged with unlawfully transmitting national defense information, the Justice Department announced. Prosecutors allege he passed classified intelligence to a romantic partner who then published it on her Substack.
Ian A. Brinksman, 42, of Washington, D.C., was arrested by the FBI after a search of his home and charged by criminal complaint in the Eastern District of Virginia, according to the department. CIA Director John Ratcliffe said the FBI made the arrest "following a referral from the Agency" and called Brinksman "a contractor who provided services to CIA."
What the Criminal Complaint Alleges About the Top Secret Reports
According to an FBI affidavit filed with the complaint, Brinksman worked for a government agency based in the Eastern District of Virginia beginning around 2020 and moved in September 2022 to a contractor working for the same agency, where he was a systems integration developer. He held a Top Secret/SCI clearance and worked inside a secure facility, the affidavit says.
The affidavit alleges that on five occasions between March and October 2026, Brinksman opened a classified report in a restricted intelligence database, often on the same day as phone calls with the woman, who is identified in court papers only as "Individual 1." Each time, the government says, she posted an article with similar content within days. An original classification authority confirmed that all five articles contained classified information, including material up to the Top Secret level, according to the filing.
Prosecutors say none of the five reports was within the scope of Brinksman's job. The affidavit says phone records show more than 800 calls or attempted calls between the two so far in 2026, and that he was one of no more than six people at the facility who viewed her Substack page between March and early October. It also says agents found a notebook on his desk on Oct. 10 with the corners of several pages torn out.
According to the affidavit, the woman described her Substack as covering "Congress, War, and political economy," wrote in a September fundraising post that she had "published reporting based on classified" assessments, and posted publicly, "I also accept leaks."
Officials Vow to Prosecute Leaks
"As alleged, Brinksman reached far outside his own duties to obtain some of our Nation's most closely held secrets and handed them to a romantic partner he knew intended to publish them," said Assistant Attorney General for National Security John A. Eisenberg. "That is not carelessness. It is a betrayal of his oath."
Attorney General Todd Blanche said the department "will continue prosecuting individuals who leak classified information and put our national security at risk." FBI Director Kash Patel said protecting America's secrets "is a top counterintelligence priority of this FBI." Ratcliffe said there is "absolutely zero tolerance for leaking."
The FBI's Chicago Field Office is leading the investigation with help from the Washington Field Office, the department said. The charge in a complaint is an allegation, and Brinksman is presumed innocent unless and until proven guilty in court.
