A former civilian U.S. Army official, Carlos Duque, pleaded guilty Wednesday in federal court in Honolulu to conspiracy, bribery and major fraud tied to an Army technology innovation lab in the Pacific. The Justice Department says he agreed to take about $1.25 million in bribes over five years to steer subcontracts to two Florida contractors, received about $55,000, and that the Army paid their company more than $3 million.
