A U.S. citizen psychiatric nurse practitioner has asked a federal court in Virginia to order CBP to return two phones and two laptops officers seized from him and his wife at Dulles after he refused to unlock his phone, which held patients' mental health records. The filing alleges officers told him the Fourth Amendment did not apply. CBP and the couple's lawyer responded to TDFP.
