Federal officials say Andres Garcia, a 64-year-old Cuban lawful permanent resident, registered to vote in Cass County, Missouri, in 2004, claimed to be a citizen again in 2013 and voted in at least 15 elections. He is charged with two counts of voting by an alien. DHS responded to TDFP with its press release and did not answer questions about how he was identified or whether removal proceedings have begun. TDFP has also asked the county clerk.
