The Justice Department sued Penn State on Thursday over its policy letting undocumented students who meet residency rules pay in-state tuition. The complaint says the policy violates federal law because U.S. citizens from other states pay the higher rate, and it cites cost figures showing a yearly gap of more than $23,000.
