EXCLUSIVE: Greek Power Company PPC, One-Third Owned by the Greek State, Hires Capitol Counsel and Ex-Trump White House Aide to Lobby Washington

Records reviewed by The Digital Free Press show that Greek power company PPC, in which Greek state entities hold a combined 33.4% stake according to the filing, has hired Washington lobbying firm Capitol Counsel, with a former Trump White House official among the lobbyists on the account.

A lobbying registration filed under the Lobbying Disclosure Act and posted by the Senate on Oct. 28 shows Capitol Counsel registered to lobby for PPC North America Corporation, effective Oct. 1, 2026. The filing lists the client's principal place of business as Athens, Greece. No news outlet had reported the hire beyond a one-line listing of new registrations, based on a search by The Digital Free Press.

What the Capitol Counsel Filing Says

The registration names three lobbyists: George Sifakis, Lyndon Boozer and Martin Gold. It discloses that Sifakis served as "Assistant to the President of the United States and Director of the Office of Public Liaison (President Trump, 2017)." Gold is listed as a former "Floor Advisor & Counsel" to Senate Majority Leader Bill Frist.

The firm says it will lobby the executive branch and Congress on "U.S. energy security, critical infrastructure, digital infrastructure investment, and global competitiveness issues." The issue areas checked are energy and nuclear power, foreign relations, and utilities. The filing does not name specific bills, agencies or projects, and it does not yet report any fees, which are disclosed in quarterly reports.

In the foreign-entity section, the filing lists two Greek government owners: the Hellenic Corporation of Assets and Participations S.A., with a 21.82% stake, and the Hellenic Republic, through its Minister of Economy and Finance, with 11.58%. Together that is 33.4%.

PPC Already Had a Lobbyist in Washington

Capitol Counsel is PPC North America's second lobbying firm this year. Federal records show Catalyst Strategies registered for the company in March 2026 and has reported $30,000 in income from it in each of the first three quarters of 2026.

Catalyst's reports say it contacted the State Department, the Interior Department, the Energy Department and the Executive Office of the President about "the company's projects, their alignment with U.S. policy priorities, related commercial interests." Those filings do not identify the projects.

PPC, formally Public Power Corporation S.A., says on its website that it holds the largest installed renewable energy portfolio in Greece. In an April 23, 2026 announcement of its 2030 strategic plan, the company said it was launching the first phase of a data center in Kozani, in northern Greece, "targeting 300 MW in operation by end of 2028," along with an approximately 4 billion euro share capital increase.

The registration does not say whether the U.S. lobbying is connected to the data center plans or to any specific U.S. company or government program. Lobbying registrations disclose who is being paid to lobby and on what general issues; they do not show what meetings, if any, have taken place.

The Digital Free Press has reached out to PPC's communications department for comment and will update this story with any response. Capitol Counsel does not list a press contact on its website.
