ICE's Latest Voter Fraud List: 12 of the 19 Cases Are Green Card Holders, a TDFP Review Finds

Twelve of the 19 noncitizens that U.S. Immigration and Customs Enforcement describes in its latest voter fraud release are lawful permanent residents, or green card holders, according to a review of the release by The Digital Free Press. The 19 come from 12 countries.

The release, posted on ICE's website and updated Monday, the day before the Nov. 3 midterm elections, says the agency announced "another round" of arrests on Oct. 29 "in connection with alleged voter fraud and election related offenses." It calls the 19 cases "just SOME" of its ongoing investigations and arrests. The Daily Caller first reported the batch of 19 on Oct. 30.

"Every illegal vote cancels out a vote of an American citizen," ICE Public Affairs Assistant Director Micah Bock said in the release. "Each and every illegal who voted must be prosecuted to the fullest extent of the law."

What the ICE Voter Fraud List Shows

By The Digital Free Press's count, ICE describes 12 of the 19 as lawful permanent residents. Six are described as being in the country illegally, unlawfully present or having overstayed a lawful entry. The release does not state the immigration status of one person, a German citizen it says is not a U.S. citizen.

Mexico accounts for the most cases, with five. Germany, Canada and Jamaica have two each. The rest are citizens of El Salvador, Somalia, Lithuania, the Democratic Republic of the Congo, Guatemala, Kenya, Haiti and Venezuela.

ICE lists criminal convictions for four of the 19, including assault, burglary and fraud, and says two have final orders of removal. Five are described as having surrendered to Homeland Security Investigations agents.

When They Are Accused of Voting

Most of the cases center on the 2024 election. ICE says 12 of the 19 voted in 2024, three in the 2022 midterms, and one each in 2020 and 2021. Three cases cite voting records from the Minnesota Secretary of State.

One lawful permanent resident from Mexico "unlawfully voted in 15 state general elections, primary elections and municipal elections, starting in 2000 and last voted in 2024," according to ICE. Another entry says a Guatemalan man "voted illegally in 2026."

Homeland Security Secretary Markwayne Mullin said in a Fox News interview on Oct. 31 that the department is "investigating over 300,000 cases" and has had "over 120 convictions already." Those figures are his claim and have not been independently verified by The Digital Free Press.

What the Release Does Not Say

The release does not say which of the 19 have been criminally charged, in which courts, or whether any have been convicted of a voting crime. One entry, for a Jamaican lawful permanent resident, lists criminal convictions but does not say when, or whether, the person voted. The release's headline refers to "dozens" of arrests, while the text lists 19.

The cases described are allegations by ICE, and none of the 19 has been convicted of a voting offense based on the information in the release. The Digital Free Press is not naming the individuals.
