New York 17th District Voter Guide: Lawler and Conley on Health Care and Immigration

5 min read

Two candidates are on the Nov. 3 ballot in New York's 17th Congressional District: Republican U.S. Rep. Mike Lawler, who is seeking a third term, and Democrat Cait Conley, an Army veteran and former White House counterterrorism official. Lawler also appears on the Conservative Party line, and Conley on the Working Families Party line. The Digital Free Press voter guide video compares where they stand on health care and immigration.

The Hudson Valley district, just north of New York City, includes all or parts of Rockland, Putnam, Dutchess and Westchester counties. It is one of only three districts held by a Republican seeking re-election that Kamala Harris carried in 2024, Inside Climate News reported. Lawler won re-election that year over former Democratic Rep. Mondaire Jones.

National forecasters rate the race a toss-up. The Cook Political Report lists it among 21 House toss-ups, and Inside Elections also rates it Toss-up. An independent Emerson College Polling/PIX11 News survey of 400 likely voters, taken Sept. 27 to 29, had Conley at 48% and Lawler at 46%, with 7% undecided, within the poll's 4.9-point margin of error. A McLaughlin & Associates poll paid for by Lawler's campaign, taken Sept. 28 to 30, had Lawler ahead 50% to 47%. The candidates met in a News 12 debate in late September and a PIX11 debate on Oct. 14.

Why Health Care and Immigration Are Issues

The enhanced Affordable Care Act premium tax credits, first expanded during the pandemic, expired at the end of 2025, and Congress has spent much of 2026 fighting over whether to bring them back. The 2025 budget law, the "One Big Beautiful Bill Act," added work requirements and other changes to Medicaid. On immigration, a fatal shooting has shaped the race: Sheridan Gorman, a teenager from Yorktown in the district, was killed near her college campus in Chicago earlier this year, and the man accused is in the country illegally, Fox News reported. Emerson's poll found 13% of district voters named immigration as the top issue, behind the economy at 31%.

Mike Lawler (Republican, Incumbent)

Lawler, a Suffern native, is a former state Assemblyman and former executive director of the New York State Republican Party. He sits on the House Financial Services and Foreign Affairs committees.

On health care, the video says Lawler "voted to extend Affordable Care Act premium tax credits for three years." That matches the record: on Jan. 8, 2026, he voted for a House bill extending the enhanced credits for three years, after signing the discharge petition that forced the vote. "My signature on the discharge for this bill, and my affirmative vote today, is not an endorsement of a clean 3-year extension, rather a commitment to a bipartisan solution," he said at the time. The video also says he "voted for a bill that cut Medicaid and says benefits should go only to eligible recipients." He voted for the final version of the One Big Beautiful Bill Act on July 3, 2025. In a candidate questionnaire published by the Peekskill Herald, he said the people Medicaid "was designed for — seniors, the disabled, single mothers, children — they're protected," and defended the law's 20-hour-per-week work, school or volunteering requirement. He said he helped block deeper changes to Medicaid funding formulas that "would have blown a hole in New York's budget."

On immigration, the video says Lawler "backs more ICE funding, a border wall, and E-Verify" and supports "legal status, not citizenship" for long-term undocumented immigrants without criminal records. On June 9, 2026, he voted for the Secure America Act, which provides about $68 billion through fiscal 2029 for Customs and Border Protection and ICE and passed the House 214-212, according to The Highlands Current. In 2025 he co-introduced the bipartisan Dignity Act, which would fund border infrastructure, require E-Verify and create a seven-year "earned legal status" program for undocumented immigrants. On sanctuary cities, he told the Peekskill Herald, "My stance is simple. They shouldn't exist," while saying he supports "a pathway to legal status" for people who have not committed crimes, "if they've been contributing and pay a fine."

Cait Conley (Democrat)

Conley graduated from Pine Bush High School and the U.S. Military Academy at West Point, and served 16 years as an Army officer, first as a military police officer and later in special operations leadership, deploying six times to combat zones including Iraq and Afghanistan. She later served as director for counterterrorism on the National Security Council and worked at the federal Cybersecurity and Infrastructure Security Agency.

On health care, the video says Conley "wants to restore Affordable Care Act premium tax credits and create a public insurance option" and "opposes Medicaid cuts." Her campaign site says she would let "everyone" opt in to "a public insurance option, regardless of age." In the Peekskill Herald questionnaire, she pledged to "reinstate the expanded ACA tax credits," let Medicare negotiate prices on more drugs, and "reverse the disastrous Medicaid cuts." She said Lawler "cast the deciding vote" for those cuts and that they "have kicked nearly half a million New Yorkers off their health insurance." Those statements are her claims and were not independently verified by The Digital Free Press.

On immigration, the video says Conley "backs border security and limits on ICE, with enforcement focused on violent criminals" and supports "a path to citizenship for Dreamers and other undocumented immigrants." Her campaign site calls for "reining in ICE," requiring body cameras and visible ID, "prohibiting masked agents," ending 287(g) agreements, and "creating a pathway to citizenship for the millions of undocumented immigrants and Dreamers." She told the Peekskill Herald, "I do not support sanctuary cities," and that "individuals who have committed violent crimes need to be deported." At the PIX11 debate, she called Gorman's death "an atrocious crime" and said, "I do support federal agents and federal law enforcement, federal immigration enforcement, making sure that we deport violent criminals," Fox News reported. Lawler countered that under state law Conley supports, such a suspect "will not be turned over to ICE."
