Ohio 8th District Voter Guide: Davidson and Enoch on Health Care and Immigration
Two candidates are on the Nov. 3 ballot in Ohio's 8th Congressional District: Republican U.S. Rep. Warren Davidson of Troy, who has held the seat since 2016, and Democrat Vanessa Enoch of West Chester, a public policy consultant. The Digital Free Press voter guide video compares where they stand on health care and immigration.
This is the fifth election in a row in which Enoch is challenging Davidson, the Cincinnati Enquirer reported. Davidson won their 2024 race with 62.8 percent of the vote, 237,503 votes to Enoch's 140,625, according to Ballotpedia.
Under the new map drawn for 2026, the district covers Darke and Preble counties, most of Butler County and parts of Miami and Hamilton counties, stretching from the edge of Cincinnati north to the farmland of Darke County, the Enquirer reported. Communities such as Forest Park, Wyoming, Sharonville and Blue Ash may fall inside it.
Why Health Care and Immigration Are Issues in Ohio's 8th District
The Cook Political Report rates the race Solid Republican and gives the district a partisan lean of R+8. Ballotpedia lists Sabato's Crystal Ball at Safe Republican and Inside Elections at Solid Republican. The Digital Free Press found no public polling of the race as of Oct. 28.
Cook describes Davidson as having "a long record of bucking the party line, often on federal spending, and, most recently, in opposing the war in Iran." Enoch, in a WVXU candidate survey, tied health care costs to the wider cost of living and called for an immigration system that is "both firm and fair." WVXU said Davidson did not complete its survey.
On health care, the TDFP video says Davidson "wants health savings accounts available to everyone, and more competition among insurers," and "supports standardized provider prices and most favored nation drug pricing." It says Enoch "wants to expand Medicare and prescription drug price negotiations, cap out-of-pocket costs, and fund community clinics and preventative care."
On immigration, the video says Davidson "supports a border wall, stronger enforcement, and mandatory E-Verify," and "opposes amnesty and wants immigration policy to protect American workers." It says Enoch "wants enforcement focused on violent offenders, traffickers, and cartels" and "supports more immigration judges, due process, and an earned path to legal status."

Warren Davidson (Republican, Incumbent)
Davidson enlisted in the Army after high school, graduated from West Point and served in the Old Guard, the 75th Ranger Regiment and the 101st Airborne Division, the Enquirer reported. He later owned manufacturing companies in Ohio, earned an MBA from Notre Dame and won a 2016 special election to succeed former House Speaker John Boehner. He serves on the House Financial Services Committee.
On health care, Davidson's campaign site says: "Make HSAs available to all people and make payment for health insurance an eligible expense." It calls for ending "the antitrust exemption provided for health insurance companies" and says providers and pharmacies should "standardize their pricing so they each pick their own price, but they must honor it for everyone." On drug costs, the site says: "Most Favored Nation drug pricing. President Trump's executive order makes sense." It also proposes block-granting federal Medicaid funding to the states. His House website lists his bills including the Patient Fairness Act of 2025 and the Health Care PRICE Transparency Act.
On immigration, Davidson's House website says: "I have been proud to advance policies that mandate E-Verify and reduce asylum fraud. I will oppose any policy that supports amnesty or rewards illegal immigration." His campaign site says, "I am a supporter of walls, fences, and other necessary infrastructure on our border," and that a child born in the U.S. to two non-citizen parents should not be a citizen at birth. He sponsored the Stop the Cartels Act.
Davidson voted against the House version of the One Big Beautiful Bill Act in May 2025, one of two Republicans to vote no on the 215-214 roll call, House Clerk records show. He later switched to yes on the final bill, The Hill reported.
Vanessa Enoch (Democrat)
Enoch was raised in Portsmouth and Colerain Township and runs a consulting business, Cultural Impact LLC, the Enquirer reported. She holds a bachelor's degree from Ohio State University, a master's degree from Xavier University and a doctorate in public policy and social change from Union Institute and University.
On health care, Enoch told WVXU: "On health care, I would expand Medicare and drug price negotiation and cap out-of-pocket costs." Her campaign site says she is focused on "updating the rules that drive up everyday costs, including the cost of health care and the cost of housing."
On immigration, Enoch told WVXU: "I support vigorous enforcement against people who threaten public safety: violent offenders, traffickers and cartels. I do not support the current approach of sweeping up workers, parents and longtime neighbors who have no serious criminal record." She said she would "prioritize funding for immigration courts to reduce backlogs" and "pass comprehensive reform with an earned path to legal status and a modern legal immigration system that meets workforce needs."
