EXCLUSIVE: Taiwan Hires Trump Fundraiser Jeff Miller's Lobbying Firm at $50,000 a Month

Taiwan's representative office in Washington has hired Miller Strategies, the lobbying firm of Republican fundraiser Jeff Miller, for a monthly retainer of $50,000, according to Foreign Agents Registration Act filings reviewed by The Digital Free Press. The Justice Department's FARA unit stamped the filings as received on the night of Nov. 5, 2026.

What the Contract Says

The engagement letter, dated Oct. 26, 2026, is addressed to Andrea Yang, deputy representative of the Taipei Economic and Cultural Representative Office, known as TECRO. It says Miller Strategies "has agreed to provide consulting and lobbying services" to TECRO "for the goal of strengthening U.S.-Taiwan relations," including communication "with contacts related to administrative and legislative matters."

The term runs from Oct. 26, 2026, to April 25, 2027. "TECRO shall pay Miller Strategies, LLC a monthly retainer fee of $50,000," the letter says, which would total $300,000 over the six-month term. The firm's filing reports that it has already received a $50,000 payment from TECRO, dated Nov. 3.

The letter is signed by Miller as chief executive officer and countersigned by Andrea Yi-Shan Yang as deputy representative. It says disputes, including over fees, go to binding arbitration in Texas, and that the agreement is governed by Texas law.

The contract also limits the firm's other foreign work. Miller Strategies "agrees that during the term of this agreement it will not represent the government of the People's Republic of China," and it must "promptly notify TECRO" if it decides to provide services to the PRC government, "including specifically Hong Kong and Macau."

What Miller Strategies Says It Will Do

In its Exhibit B filing, the firm describes the work as "strategic counsel and government relations services on issues of interest to the foreign principal before the USG in support of the continuity of longstanding United States foreign policy toward Taiwan." It answers "yes" when asked whether the work includes political activity. Exhibit A lists the client as the "Government of a foreign country," with the branch given as "Representative office of Taiwan."

Two Miller Strategies officials filed short-form registrations for the account: Miller, who lists his occupation as "CEO/Lobbyist," and George Nicholas Caram IV, listed as "officer, Principal." Both describe their work as "consulting and lobbying services before the US Executive and Legislative branches of government." The filings do not name specific officials, bills or policy decisions the firm plans to address.

TECRO is now one of three active foreign clients of Miller Strategies, according to the Justice Department's FARA database. The others are the Embassy of Japan, registered in June 2024, and Emirates Global Aluminium, registered in December 2025.

Miller's Political Giving

FARA short forms require each agent to list political contributions made from 60 days before the obligation to register through the date of registration. Miller's appendix lists 23 contributions dated from Aug. 31 to Nov. 4, 2026, which total $256,500 by TDFP's count. The largest were $150,000 to the Republican National Committee on Sept. 4 and $61,500 to Maintain the Majority on Sept. 18. The rest, from $1,000 to $5,000 each, went to campaign committees including Jason Smith for Congress, Virginia Foxx for Congress and Ron Estes for Congress. Caram's appendix lists five contributions that total $16,500 by TDFP's count.

The firm's website biography of Miller says he "most recently served as Finance Chair of the 60th Presidential Inaugural Committee for President Trump and Vice President Vance." A press excerpt posted on the firm's own website says Miller "raised tens of millions of dollars for Trump's 2024 campaign." ABC News reported in April 2025 that Miller Strategies took in nearly $9 million in the first three months of that year.
