ICE's Own List Shows 2,718 Local Police Immigration Agreements; None Signed Since July Has Its Text Posted
Immigration and Customs Enforcement has signed 2,718 agreements that let state and local law enforcement agencies carry out some immigration enforcement duties, according to the agency's 287(g) program page, updated Wednesday morning. A review by The Digital Free Press of ICE's own list of participating agencies shows that 2,589 of those agreements were signed on or after Jan. 20, 2025, and that the agency has not posted the agreement documents for any signed since the start of July.
The figures come as an advocacy group's report, published Wednesday and covered by NPR, says more than 29,000 officers were deputized under the program between January 2025 and October 2026.
What ICE's 287(g) List Shows
ICE's page says the agreements cover 38 states and two U.S. territories. They include 1,965 under the Task Force Model, which NPR describes as the type that lets police and sheriff's departments make immigration arrests; 571 Warrant Service Officer agreements; and 182 Jail Enforcement Model agreements. The spreadsheet ICE posts matches those totals.
Task Force agreements make up about 72% of the list. Texas has the most agencies on it, with 552, followed by Florida with 354, Arkansas with 181, Tennessee with 166 and Missouri with 163. Texas and Florida together account for 911 agreements, about a third of the total.
The list shows the pace has increased. Agencies signed an average of about 102 agreements a month from February through September 2025, according to the signing dates ICE lists. From June through September 2026, the average was 197 a month, with a high of 206 in August. At least 120 more were signed in October through Tuesday.
Only 129 agreements on the current list were signed before Jan. 20, 2025. The oldest still listed dates to April 2019.
No agency in New Jersey, California or Illinois appears on the list. New York has one, the Rensselaer County Sheriff's Office, which signed a jail agreement in June 2020.
Agreements Listed as 'Link Pending'
For each agreement, ICE's spreadsheet includes a column for the signed memorandum of agreement. For 1,844 agreements, that column says "link." For 874, about a third of the list, it says "link pending."
Every agreement signed from July 1 through Tuesday, 711 in all, is marked "link pending," according to the spreadsheet. The most recent agreement with a posted link was signed June 29. ICE's page offers blank fillable versions of each model agreement, but not the signed versions for those agencies.
ICE's page also posts monthly "287(g) Encounter Reports," which give examples of cases. The page lists reports for October and November 2025 and for May through September 2026, but none for December 2025 through April 2026. Links following ICE's naming pattern for those months returned "not found" on Wednesday.
What ICE and the Report Say
ICE says on its page that the program "enhances the public safety and security of communities" and that it "continues to receive overwhelmingly positive feedback from its partners."
The report from FWD.us, an immigration reform advocacy group, used ICE records and data obtained by the Deportation Data Project, according to NPR. FWD.us found that agencies in Florida and Texas accounted for about half of more than 47,000 immigration arrests made through 287(g) between January 2025 and August 2026, NPR reported. The Digital Free Press has not independently checked the report's arrest or officer figures.
