Virginia Senate Leader Louise Lucas Indicted, Accused of Running Family Marijuana Enterprise
Virginia state Sen. L. Louise Lucas, one of the most powerful Democrats in the state, was indicted Thursday on federal charges accusing her of leading a marijuana distribution enterprise and using her office to protect it, the Justice Department announced.
An eight-count indictment charges seven defendants in an alleged racketeering conspiracy involving marijuana distribution, money laundering, honest services fraud through bribery, maintaining drug-involved premises, possession of firearms in furtherance of drug trafficking and wire fraud, according to the department. The defendants include Lucas' two daughters, Lisa Lucas-Burke and Theresa Lucas-Lamb, and her grandson Ryan Eichelberger, Fox News reported.
Lucas, 82, of Portsmouth, surrendered to authorities Thursday, NBC News reported. Attorney General Todd Blanche and FBI Director Kash Patel announced the charges at a press conference in Norfolk.
"Louise Lucas has served in a position of public trust in the Commonwealth of Virginia for over three decades," Blanche said in a statement. "The charges alleged in this indictment reveal the behavior of a public servant who put her own financial interests before the people she was elected to serve."
What the Louise Lucas Indictment Alleges
Lucas was elected to the Virginia Senate in 1991, has served as president pro tempore since 2020 and chairs the Senate Finance and Appropriations Committee, which handles the state budget, according to the Justice Department.
Prosecutors allege Lucas approved and directed what they call the "Lucas Enterprise," including arranging for the acquisition and distribution of 100 kilograms or more of marijuana and supervising the laundering of the proceeds. They allege she used her political position to shield the business from criminal scrutiny and to influence legislation that would benefit it.
Patel said the alleged scheme ran for five years and was worth an estimated $4.5 million. "The charges allege Lucas and a close-knit group of family members and associates used Lucas' position as Chairwoman of the Senate Finance and Appropriations Committee to protect their criminal marijuana enterprise," he said in a statement.
According to the indictment as described by the department, Lucas paid $750,000 in August 2022 for a full stake in a shell company tied to a co-conspirator's expected recreational marijuana license, did not report that interest on her state economic-interest forms, and talked with other officials about the co-conspirator's license in connection with an alleged bribery payment.
In one intercepted February 2026 phone call cited in the indictment, Lucas allegedly said the venture was their "last chance at generational wealth," adding, "I've gotten too old to not be greedy," NBC News reported.
The FBI searched The Cannabis Outlet and The CBD Shoppe in Portsmouth on May 6 and recovered marijuana and firearms at both locations, the department said.
Lucas Says She 'Will Not Be Intimidated'
Lucas, a frequent critic of President Donald Trump, said on social media that she would not back down. "Today, the FBI, the Department of Justice, and the full weight of the federal government have been wielded against an 82-year-old great-grandmother," she wrote, according to NBC News.
Her attorneys said they were "surprised and disheartened" by the charges and called the press conference "highly unusual," NBC News reported.
The charges come 12 days before the midterm elections. NBC News reported that the investigation began before the current administration. Blanche dismissed concerns about the timing, saying the Justice Department's practice of avoiding such steps near an election is "not even a rule, it's a practice," and noting that Lucas is not on the ballot this year.
Virginia Gov. Abigail Spanberger, a Democrat, said Lucas and her family deserve the chance to defend themselves in court but said the timing "further erodes the trust the American people deserve to have in the Department of Justice."
An indictment is merely an allegation, and all defendants are presumed innocent unless proven guilty in court.
